Rosetta is 11 years old and the daughter of a prostitute. The police raid the family's squalid apartment on the outskirts of Milan while Rosette's mother entertains a customer, with the result that bath mother and customer are jailed. The children are entrusted to a young policeman, Antonio, who is instructed to take Rosetta and her brother to an orphanage on the outskirts of Rome.
