'Akira' is a top secret project and the cause of a nuclear catastrophe that reduces Tokyo to rubble. Three decades later, the city is rebuilt and a New Tokyo is created. A motorcycle gang raises cain until Tetsuo is injured in an accident and apprehended by the Army. lt soon turns out that he possesses supersensory powers that the military tries to use tor its own purposes.
