The TBR scheme is a Dutch invention and is a unique part of the Dutch legal system. TBR makes compulsory treatment possible for lawbreakers who are not considered to be entirely accountable and for whom the risk of recurrence of the committed offense without treatment appears to be high. This documentary follows a number of 'TBR patients' - TBS people we say nowadays - who stayed in the Pieter Baan Center in Utrecht and the Van Mesdag clinic in Groningen in the early eighties. The TBS-ers are, recognizable in the picture, extensively interviewed about their deeds, their lives and their stay in the various institutions.
