The police force in Hogbodorna are struggling with a minor problem: crime in their village just doesn't seem to get off the ground. Their activities mainly consist of breakfast, coffee drinking, lunch and lots and lots more coffee. For the Swedish authorities, the lack of crooks and the lack of crime is reason enough to close the sleepy local police post. In order to save their jobs, Jakob and his colleagues try to boost the crime figures on their own. They promote the village drunkard to shoplifter, shoot some bullets into the woods and start a fire. Everything soon gets out of hand and a SWAT team from the big city comes to take care of the dangerous gang...
