Henry Adler is a bank clerk and aspiring actor living in an increasingly violent urban metropolis. Leading a solitary and lonely existence, Henry has developed a critical and often moralistic view of the world, which he believes is coming apart at the seams. When Henry lands the role of a policeman in a TV series, he becomes fascinated by the mechanics of law enforcement. In preparation for the part, he begins wearing his costume in public and soon becomes addicted to the power and authority that wearing the uniform endows.
