Dikiy vostok (The Wild East)

This post-Soviet "Eastern" (in production when the USSR fell apart) , is a wild, campy adventure that tosses a Clint Eastwood-like hero into a Mad Max-ish civil war. In a not-so-distant future, a troupe of midgets, "The Children of the Sun", has escaped from the chaos of the crumbling Soviet structures to the faraway mountains of Tian-Shan. But they're threatened there by roving bands of evil bikes. So they find the Lone Cowboy, and convince him to gather a motley crew of unlikely heroes to fight the gangs and save the day.
