Kim Dades is a career diploma! who agrees to go to El Salvador and pave the way for a press junket by the minister of her department. When she gets there she discovers that the housing compound which was to serve as a backdrop for the minister's visit has become a brothel for the Salvadorian military. Jack Budyansky, with whom Kim was intended to work, appears to have gone to seed. Kim tries to get the army out, and the people for whom it was intended moved in. In the process, she ends up befriending Les, a U.S. embassy official who claims he's !here to civilize the army.
